The Florida Department of State is the clerk for online notaries and RON service providers. The county recorder is a different clerk. SSDF publishes a machine-readable atlas of that surface — lists, journal rules, fee caps.

SSDF is not a notary, not an online notary, and not a RON service provider. SSDF does not witness, does not journal, and does not store audio-video.
A person may not require a Florida online notary to use a particular RON provider, except the notary's employer. Fla. Stat. §117.265(5).
RON provider fees are not closing services under Fla. Stat. §627.7711. The $25 cap in §117.275 is the notarial act, not the platform.
A Passport over this atlas attests that a buyer paid the file. It is not a notarial certificate and not a RON journal entry.
