A digital product here is anything created once, delivered electronically, and licensed — files, data, software, APIs, templates, research, credentials, and desk work. Streamlined Sales Tax calls some of these specified digital products; it treats prewritten software as its own class. SSDF sells both, plus electronic services. Nothing ships.

Titles and deeds
A deed can be electronic. That does not make the title a digital good SSDF can mint. Three different things:
E-recording
Florida adopted the Uniform Real Property Electronic Recording Act (Fla. Stat. §695.27). Rule 1B-31.002, F.A.C. incorporates PRIA XML. Clerks accept electronic instruments through listed vendors (CSC, Simplifile, EPN, Hopdox, and others). An e-deed is a digital representation of a traditional instrument, recorded in the Official Records under Fla. Stat. §28.222. That is a filing through a vendor. SSDF is not the clerk and is not a submitter vendor.
Florida E-Recording PacketTokenized title
UCC Article 12 governs controllable electronic records. Real property interests sit outside that framework. A blockchain record of land creates a dual-ledger problem against the county Official Records. Numerus clausus and the Statute of Frauds still govern conveyances. SSDF does not sell tokenized Florida title.
Title-file Passport
What SSDF does sell is a Passport over a title file: a signed credential that a packet was issued, reviewed, or licensed. Other agents can verify it. Pulse can collect a royalty if that license is delegated. The Passport is not the title.
Equity versus title
Tokenized real estate in the United States is almost always a share in the entity that holds the deed. It is almost never the deed. That is the whole product.
Tokenized equity
Tokenized equity is the working US model. An LLC or SPV holds title. Tokens represent membership or stock in that entity. The county records the deed to the entity. The token is usually a security under Howey: money in a common enterprise, profits from the efforts of others. Typical path is Reg D 506(b) or 506(c), sometimes Reg A+ or Reg S. ERC-3643 can be the permissioned transfer layer. It is not the deed.
Not these statutes
The GENIUS Act (Pub. L. 119-27, 18 July 2025) regulates payment stablecoins. The DTC no-action letter (11 Dec 2025) covers tokenized entitlements to Russell 1000 names, major ETFs, and Treasuries for a three-year pilot from H2 2026 — not land. Foreign land-registry pilots (Dubai DLD, Saudi title-deed experiments) do not rewrite Florida Official Records.
Florida series, still an entity
Florida e-records instruments under URPERA (Fla. Stat. §695.27). Protected Series LLCs exist as of 1 July 2026 (Fla. Stat. §§605.2101–605.2802). A series can wall off a parcel inside one LLC. That is still an entity holding title. It is not a token-as-deed.
The clerk surface
The clerk is the ledger. Submitters reach the clerk through listed vendors. SSDF publishes a machine-readable atlas of that surface and mints Passports over recording receipts. SSDF does not record, does not endorse vendors, and does not resell Miami-Dade's paid commercial feed.
Atlas
APIs are not universal. Miami-Dade sells Commercial Data Services ($110/folder/month, Official Records images FTP $420/month, API $0.20/request). Broward posts 10 days of Official Records FTP at no charge. That is the clerk's product. SSDF maps it; SSDF does not scrape it.
Recording receipt
A Recording Receipt Passport attests that a packet contains a clerk receipt (county, instrument number, book/page, vendor). It does not attest ownership. The clerk recorded. SSDF licensed the packet.
Recording Receipt ProtocolNot Bergen-as-title
Bergen County, NJ (announced 28 May 2025): five-year Balcony contract, ~$100k/year, ~370,000 deeds on Avalanche. Clerk Hogan called it digitizing records. Press said tokenize. The recording statute still governs. Catalogued here as a digitize-index pilot and a dual-ledger watch item — not Florida title, not a SKU of land.
Seller-carry
ACS B25081 is owner-occupied units with no mortgage — who can say yes. A recorded PMM is the note. AFR is the floor. Usury is the ceiling. The clerk is still the ledger.
The filter
Sell the protocol, the methodology, the template, the playbook, and the licensed snapshot. Desk review of a packet you send is Seller-Carry File Review. Do not host the calculator. Do not sell the note. Do not scrape listings.

Note #1 institutional first. Note #2 recorded purchase-money mortgage ≥ AFR for the term bucket and the month of closing. Option A kicker dies on senior foreclosure. No 0% notes. No subto/wraps as menu items.

Computed ≠ collected. The 402 amount is the SKU price until SSDF is registered in that destination. California SB 122 and Colorado HB 26-1223 tax electronically delivered prewritten software and SaaS as of 1 Jan 2027 — watch, do not collect today.
Sourcing
Destination-based. X-BUYER-STATE on x402; a state picker on hosted checkout. Unsourced orders stay Florida-origin exempt and do not count toward any other state's threshold.
Tax ProtocolNot a broker
SSDF is not a 1099-DA broker. Coinbase may be, for hosted checkout. Direct USDC to the retailer generally is not. Record the settlement anyway. AgentTax is a vendor. SSDF sits next to it the same way it sits next to the clerk: a first-party map and a determination, not a mocked API.
Not BasisGuard
Two taxes, two products. SSDF is the merchant atlas for sales/use on digital SKUs. BasisGuard is the evidence log for federal income tax on crypto. They share USDC on Base and Coinbase Business. They do not share a classify API, a Clerk session, or a webhook handler.
Clerk records land; SSDF mints a Passport over the receipt, not the deed. The state collects sales tax; SSDF mints a Passport over the determination, not the return. A CPA signs a Position Record; a later Evidence Packet Protocol may attest that a signed packet exists (hash, year, signer credential). It does not attest the tax position. That opinion stays in BasisGuard.
basisguard.siteReceipts are attestations, not NFTs
The Passport JWT (did:web:ssdf.site) is the license and underwriting file. It is not transferable. Delegation is a sublicense JWT; Pulse books the royalty.
EAS on Base
After a live Coinbase Business settlement, SSDF posts the existing Passport schema to EAS on Base and stores the UID. That is an attestation — permanent, not a token, not a market.
Not a token
SSDF does not mint ERC-721 receipts. A transferable token would be a sublicense marketplace and would fight closed-loop Desk Credits, watermarking, and revocation.
Agent identity
Five clerks, five objects. CIP is the bank's customer. KYA is the agent's bank. SPIFFE is workload IAM. ERC-8004 is a transferable onchain handle. A Passport is a license over a purchase. SSDF sells the last one and maps the rest. SSDF does not mint the identity NFT and does not onboard the bank's customer.
The registry
IdentityRegistry 0x8004A169FB4a3325136EB29fA0ceB6D2e539a432 on Ethereum and Base (verify on the explorer). EIP authors: De Rossi (MetaMask), Crapis (EF), Ellis (Google), Reppel (Coinbase). Draft. Addresses are operational facts.
Agent Identity ProtocolThe Passport stays the license
The Passport remains the license. An 8004 id, a SPIFFE ID, or a wallet is a handle the buyer may present. SSDF does not attest that the NFT is valid, that CIP ran, or that the agent has standing beyond what the Passport already says: this buyer paid this SKU.
KYA is not CIP
Know-Your-Agent is a bank product (Anchorage Agentic Banking is one public example). It binds an agent to a verified entity and enforces policy before settlement. A merchant Passport is not KYA. CIP is BSA / USA PATRIOT Act §326 — identify the bank's customer. Paying SSDF $1.00 USDC does not make the payer that customer. Do not print 'KYC complete' on a Rail Receipt.
exact is not a card rule
x402 exact is an EIP-712 TransferWithAuthorization. Card-network spend rules and Coinbase Spend Permissions do not bind that signature. A facilitator settle is not proof that a spend policy constrained the payment.
May attest: Paid this SKU, amount, network, rail, channel, demo flag, and the paying wallet when the authorization named one.
Must not: That the agent is the bank's customer for BSA; that KYA, CIP, or QEAA ran; that an ERC-8004 NFT is valid; that a spend permission or agent card rule constrained this payment.
BaaS
The sponsor bank is the clerk for insured deposits and BSA. Middleware is a sub-ledger. Synapse showed the two can diverge. SSDF publishes a machine-readable atlas of that surface, the public docket, and Florida ch. 560 against a national BaaS pitch.

Map the actors. Credential the purchase. Do not become the bank, the middleware, or the MSB. That is the title-file rule on a different clerk.

Fla. Stat. ch. 560 has no clean agent-of-the-payee walkaway. Desk Credits stay closed-loop. First-party USDC through Coinbase Business is retail settlement, not a third-party send.
Defense
DoD is the buyer. SAM, CAGE, SPRS, Cyber AB, DCSA, DDTC, NIST, and the FAR/DFARS text are the clerks. SSDF publishes a machine-readable atlas of that surface, including CMMC Phase 1 in force and the 13 July 2026 Phase 2 pause.
The department is the buyer
Map the clerks. Credential the purchase. Do not become the contractor, the C3PAO, or the exporter. That is the title-file rule on a different clerk.
Defense atlasPhase 2 is paused
Phase 1 self-assessment remains. Phase 2 C3PAO-at-award is paused. NIST 800-171 Rev 2 is still the Level 2 baseline. OSCAL is already the machine-readable control clerk — this SKU does not restate the 110 practices.
SSDF SKUs are commercial digital files about public rules. They are not CUI and are not ITAR technical data. SSDF is not a DDTC registrant.
Rails
Coinbase is one clerk. x402 is the protocol. USDC is the asset. Circle is the issuer. SSDF is the merchant. The atlas maps those surfaces. SSDF settles on Coinbase Business and does not resell anyone else's API.
Surfaces, not integrations
Two Coinbase products, one payTo. Business Checkouts are hosted custody and the AuthCapture x402_url for humans and gasless agents. The CDP facilitator verifies/settles exact-scheme payments so Coinbase Bazaar (and PayAI-shaped catalogs) can index /api/x402/{sku}. SSDF does not operate a facilitator. Stripe x402 and Cloudflare deferred are listed so an agent can tell a rail from this store.
Facilitator atlasRetailer, not issuer
Accepting USDC for first-party SKUs is not issuing a stablecoin (GENIUS) and is not transmitting value between third parties (Fla. Stat. ch. 560). A marketplace would change that. This store is not a marketplace.
USDC Merchant ProtocolSit next to, don't join as infra
The x402 Foundation (Linux Foundation, operational 14 Jul 2026) stewards the protocol. Forty members at launch, including card networks. SSDF sells on 402. Membership is a board decision, not a SKU. AWS Bedrock AgentCore is a discovery index, not a reason to host Bedrock. A Shopify or Skyfire plugin would make SSDF other merchants' infrastructure.
Foundation atlasACP is not x402
ACP (OpenAI+Stripe) and UCP (Google) are delegated card checkout. x402 is a machine paying a resource. NVIDIA's Retail Agentic Commerce Blueprint implements ACP+UCP with a card PSP and does not mention x402. Grok Build's plugin marketplace is a SHA-pinned PR to xai-org/plugin-marketplace — Grok Build, not Grok chat shopping. NVIDIA's GPU revenue-share is for neoclouds. Inception is a free startup list. None of those are a partnership SSDF 'wins' from a SKU.
Listing is not demand
Agents find payable resources through indexes, not through a founder DM. SSDF publishes the first-party catalog and a map of the other clerks. Listing is not demand.
Get on the shelf. Do not build the buyer. Do not fund the buyer. Do not recruit the buyer. Instrument the path when something actually selects a SKU.
Coinbase Bazaar indexes after a CDP facilitator settle that echoes extensions.bazaar. Hosted AuthCapture does not list. GET /api/bazaar is first-party.
Discovery mapAdjacent markets
x402 and Passports do not care whether the file is a tax determination or a means-of-compliance matrix. EV charging and powered-lift are regulated surfaces the same way clerks and tax are. SSDF maps them. SSDF is not the OEM.
The filter
Atlas the regulator. Credential the packet. Do not sell the vehicle, the type certificate, the kWh, or the flight software. That is the title-file rule in a different industry.
Mobility atlasesEV charging
ISO 15118 is vehicle↔charger. OCPP is charger↔CSMS. OCPI is roaming. NACS/CCS are connectors. UNECE R155/R156 make automotive software a type-approval object — not a car NFT.
Powered-lift
FAA powered-lift is 14 C.F.R. §21.17(b). Five stages to a type certificate. A Part 135 certificate is not a TC. GAO March 2026: no commercial manned-electric TC yet.
ISO 15118
ISO 15118-2 is generation-1 Plug & Charge (TLS 1.2). 15118-20 is generation-2 (TLS 1.3, native V2G). DIN SPEC 70121 is DC-only with no PKI. Autocharge is a MAC trick, not PnC. A mobility contract is not an x402 payment.
V2G contract cert
A contract certificate is an MO leaf (EMAID) issued over EST (RFC 7030). Hubject runs a production root and pools. CharIN handed ops to Irdeto in 2024. SSDF is not a CA.
V2G PKI ProtocolMaritime
A bill of lading is receipt, contract evidence, and document of title. An electronic BL is that instrument under MLETR-style law or UCC 7-106 — not a Passport. IMO is the clerk for MASS and the Single Window.
Maritime atlasMLETR
Exclusive control is the title test. UK ETDA 2023 s.2: one controller, demonstrable, transfer deprives the prior holder. ICC '61% of exports' is committed-or-adopted origin, not law-in-force. A Passport fails the test on purpose.
Robotics
ISO 10218:2025 is the clerk for the industrial cell. VDA 5050 is vehicle↔fleet. ROS 2 is middleware. A Passport is a license over a packet. None of those are the robot.

VDA 5050 v3.0.0 (March 2026) is JSON over MQTT between an AMR/AGV and master control. ISO 3691-4 is whether the vehicle is allowed on the floor. Do not mix the layers.
SIL / PL
ISO 13849 PLa–PLe. IEC 61508 / 62061 SIL. Public alignment is methodology. SIL 4 is not a robot-cell SKU. A Passport does not attest PLr.
Humans pay the hosted checkout. Agents pay the same SKU through x402. Every settlement mints a Passport. Delegated use pulses a royalty. That is the store — a license-and-royalty engine, not a warehouse.
