x402 and Passports do not care whether the file is a tax determination or a means-of-compliance matrix. EV charging and powered-lift are regulated surfaces the same way clerks and tax are. SSDF maps them. SSDF is not the OEM.
Atlas the regulator. Credential the packet. Do not sell the vehicle, the type certificate, the kWh, or the flight software. That is the title-file rule in a different industry.

14 C.F.R. §21.17(b) special class. Powered-lift does not fit Part 23 or Part 27/29 cleanly.
GAO-26-107816 (March 2026): no manned electric aircraft type-certificated for commercial operations as of that review. Joby and Archer were the two of fourteen eVTOL projects with special-class airworthiness criteria issued.
